[fixed][xs]: removed extra double quote on line 70334 - refs #14 #15

removed extra " on line 70334 in code-list.csv. Otherwise it errors on parsing csv data. See the following link: https://github.com/wdavidw/node-csv-parse/issues/143#issuecomment-320497006.

@sabas Hi Stefano. We have faced this error during the pushing dataset, so Could you run your script to make sure there is no extra " on line 70334 or merge my PR where I directly fixed in code-list.csv. Which one do you think is the better solution?

It's strange, the csvclean script should have catched that... Merged :-)
