2019-04-09 Change of subdivision code from NO-23 to NO-50

I merge this, but I need to check with the secretariat the update policy in the database, otherwise in the next release it will be overwritten.

@Sauvaginier50 "This change is in April, after our cut-off date.", so you'll get this change in the december release
