Add 2014-1 version files in tabular data package format #2

Hello, I processed the complete codelist and preserved the table structure. It's my first attempt at making a datapackage:

I chose to use tab-separated files (documenting with csvddf)
I tried to provide also some patterns in datapackage.json

Let me know if I did mistakes and if is it suitable for the datasets repository...

Hey there, great job! Merging now.

I would say that if we could go with csv (rather than tsv) that would be nice as for the core datasets we are trying to be as consistent as possible and I'm not sure the previewer on http://data.okfn.org is yet fully supportive of csvddf config (something we should address!)
