Rework with cookiecutter. #21

The template variable setup used with venv is useful, but a cookiecutter template would be much more elegant and readable. So figure that out.

PR https://github.com/datasnakes/renv/pull/31 addresses this for .Rscript/.Renviron, and activate scripts that are placed in <env-dir>/bin/
