As discussed in #199, first draft of adding dev services support for Cassandra in Quarkus. TODOs:

cleanup
check "named" cassandra datasources
check whether devservices ignore the specific enabled flag
add further configuration options (based on CassandraTestResource, if necessary)
incorporate any comments/remarks

Why PR against 1.1.x instead of main/1.2.x? I had troubles getting either Quarkus 2 or 3 to work with 1.2.1-SNAPSHOT.
