Bring in changes from ds-support-diagnostic-collection into the `v1` branch #161

The intent was the v1 branch would stay alive, for those continuing to need/want its use.

This PR brings it up to date with new changes found in the fork at https://github.com/datastax/ds-support-diagnostic-collection
