Fixes #181

The test procedures for evaluating these changes are available in the updated readme.

This PR adds significant functionality for supporting Starlight for Kafka workloads with OIDC and OAuth2 for both TLS and non-TLS environments.

@devinbost - at this point, I think it'd be helpful for you to test your example. Then, we should be ready to merge this tomorrow. I fixed the release process today, so we can cut a release any time.
