Back data folder empty on deployement #4

Describe the bug When a new back instance is deployed with a persistant storage the data folder is empty This blocks the possibility to push a new config trought the api

Expected behavior Make a check of data folder, if empty create the kepler and instance json conf by default

Obsolete issue now that we have routes sending better messages ? @Pipazoul
