Add service for ArchiveTeam FTP collections #3

ArchiveTeam has done extensive FTP crawling of .gov and .mil, the results of which are here: https://archive.org/details/archiveteam_ftpgov We should figure out the best way to add this as a service (doesn't appear straightforward).
