I set the date/time for them to go live and they work fine locally but don't show up in the live site

Could it be because the time zone of the Github Pages server is different than local? Something like this issue? https://mehmandarov.com/jekyll-content-on-time/

ah. I think you are correct. Any idea where our server is located?

(In particular, they are eventually showing up, at times that make no sense to me)

The server times might be UTC according to this answer from SO. Wanna give it a try for the trust post whenever that's approved?

I tried to find a timezone config for Hugo like the one Jekyll has, but couldn't find anything similar.

ugh it's impossible to test because it's unclear what the propagation time is. I'll just set them up with UTC in hopes.
