What kind of change does this PR introduce? docs
What is the current behavior? missing gulp-cli from npm i -g
What is the new behavior (if this is a feature change)? has all needed deps in one place

fix missing gulp-cli dep

Sorry, hadn't got around to closing this one, but the development branch already has this included in the README. Thanks for looking out though.
