[Improvement][API] Ranger 插件安装 #511

Description

ranger中的一些同步工具和插件没有在安装包里，就是部署ranger2.1的中，我通过ranger源码编译后是有ranger2.1所包含的用户同步工具、HDFS、Hive等插件的。导致没有办法通过管理平台去部署这些插件。我不知道不是不我没有找到源文件的相关文件导致的，还是说ranger暂时没有这方面的集成部署方案

ranger插件内置在hdfs，hive中

yarn没有启用ranger权限的功能，后续有开发计划吗？
