implement basic logging

MVP for logging implementation:

• Using a toml file for configuration
• Using:
  • One logger: root
  • One handler: console which is of class loggign.StreamHandler
  • One formatter: standard This works from by running locally, as well as in the CLI.

Todo:

• Create similar behaviour with a decorator function
• Capture with Prefect logging
