Investigate BAG mutations API #4

Once a full BAG extract is implemented (#3), the updating would be recurrently, using the BAG mutations API (can be found here).

Some checks for costs (are there multiple options, or just the one?) can be performed already, as well as getting to know the API and documentation.

(TBD - further detail implementation - likely into multiple issues)

Not needed to implement, as BAG releases a full dataset each month. We will simply to a monthly ingestion of that full dataset.
