[Organisations Page] Organisations page needs updating to accommodate ckanext-hierarchy #13

Only top-level organisations should be shown on https://uat.landgate.links.com.au/organization (e.g. Fed Govt, State Govt, Local Govt) with their sub-organisations displayed nested below them.

The change here is to restore the layout we have on PROD currently.

We're using https://github.com/datagovuk/ckanext-hierarchy to allow us to have nested organisations.
