Chart updates for the service catalog things.
This includes the agent deployment, rbac, config, etc as well as updates to annotations so ambassador shows up all pretty in the service catalog.
The build on this PR will fail because the agent requires what's currently on the tip of master, and will not run with aes 1.11. Landing this will need to be coordinated with the 1.12 release process.
