Eradicate uses of curl/wget
Eradicate uses of git clone (except for ENVOY_REPO/ENVOY_COMMIT)
Eradicate uses of docker pull

Replace these with

go.mod for Go libraries and executables
packages.txt -e repo#commit for Python libraries and executables
Document other cases as they are discovered

Plan:

[x] build-aux.git
[x] teleproxy.git
[ ] ambassador.git
[ ] apro.git
[ ] telepresence.git (might have some pain-points; sshuttle, torsocks?)

This issue doesn't capture motivations/goals. We probably want to execute this in a "two phase commit" style, i.e. do some initial work and see what the consequences of this will be/review it with the team.

teleproxy.git doesn't do curl outside of build-aux

I've added apro.git to the checklist, because of how it grabs ambex, kubeapply, and kubectl.
