GUI needs Refresh Lists button #1

"Refresh Lists" would update the list of available surveys without a restart.

Example: in Qualtrics, give the qual2db user permissions on a survey. If qual2db is already running, that survey won't appear without a restart. Refresh would update the lists without a login/logout.

@ek38 Owen and I are talking about a summer push to make some improvements. No obligation at all, but I thought you'd be the guy to tackle this idea, if you're willing.

Thanks, Eun Sung! Hope you're well. This is a low-priority enhancement, but I'll think about other GUI enhancements too. Meanwhile, feel free to help us just by advising rather than coding, as your time permits!
