Starting CKAN 2.10 its required to add api_token when setting up datapusher/datapusher_plus

Add the ckan.datapusher.api_token configuration variable in the README file

This will be done in the 1.x release where DP+ will work as a CKAN extension.

This means that 0.x will only support up to CKAN 2.9.x and CKAN 2.10 and above will require DP+ v1.x
