Create Runbook for Dative #11

Problem: We need to have multiple people who can respond to technical issues related to Dative, create new OLDs, debug down-time, etc. We need a centralized document, a "run-book" that can be used as a reference and for triage.

A/C:

Create a runbook for operating Dative.
Ensure the runbook is accessible to Dative operators in GitHub or a Google Doc.
Cover the OLD creation workflow.
Cover basic debugging of production issues.
Cover broad strokes of deployment strategy.

The runbook is in VCS at https://github.com/dativebase/dativebaseclj/blob/main/docs/runbook.rst and also copied as /home/joel/runbook.rst on the INT server.
