One major unexpected hurdle here is that the INT server runs SELinux. It was necessary to run the following to prevent 403 permission denied errors when Nginx attempted to serve the static Dative content sudo chcon -R -t httpd_sys_content_t

Done. The following URL should now be serving the Dative SPA: https://dative.test.ivdnt.org.
