When creating ckan application it fails creating databases if SSL enforcement is set to enabled. Eg

SSL connection is required for azuresql

ask for another parameter in cluster init - sslmode
- By default it would be 'prefer', we can set it to 'require' if ssl is required
build the connection strings so that they always contain this parameter (e.g. ....?sslmode=required)

WONTFIX. This was not actually caused by SSL enforcement but the wrong database URL
