Resource schema and sample #30

Added api actions for getting resource schema and sample as json object instead of string - refs #29

shevron commented 3 years ago

Would be nice to have tests on this, so we can test on different CKAN versions. I suspect this may not work on more modern CKAN versions.

@shevron I will open a new issue to add tests for this because I tried to add but I didn't manage myself. I will push this PR to master because we need to use it in Datapub.
