Refactor the conversion datapackage <=> CKAN dataset #3

Currently we are using ckanapi to do the conversion but it will be nice to have a standalone well-tested library to do this.

@pdelboca have you checked https://github.com/frictionlessdata/ckan-datapackage-tools? It's a standalone CKAN <-> DP converter
