User should be able to contact dataset owners and provide feedback #23

AZURE ISSUE : #55699

As a data user, I'm able to contact the dataset owner via dataset page UI so that I can provide some feedback.

Acceptance criteria

[ ] I can see the Contact dataset owner button somewhere on the data page, which will open default email apps with email to and subject.

Tasks

[x] Add link button on the dataset page.
[x] Test/review
[x] Deploy Dev

@anuveyatsu is this about enabling disqus plugin or adding an email linked button? Please clarify.

@sagargg from the acceptance criteria, it is about a simple button that opens up users default email client.

@anuveyatsu Note that i've added the acceptance criteria myself, but I'm confused what was the final decision? I remember we have discussed other things as well eg. disqus and update on metadata.

@sagargg there are 2 different needs. This one is about simply adding a button. I think we didn't make a decision about discussion board yet.
