Acceptance criteria

[ ] I can see the Disqus plugin enabled and comment feature on dataset page.

Tasks

[x] Create an Disqus account for dev env.
[x] Install/Enable Disqus extension.
[x] Test/depoy

@anuveyatsu @osahon-okungbowa i have installed the Disqus plugin on dev env with a trial account. You can find the subscription/pricing here https://disqus.com/pricing/.
