Disable publishing data without organization for all envs

• [ ] I can see users who have not associated with any organization not able to publish datasets.

• [x] Update deployment configuration to disable publishing data without organization for all envs.
• [x] Deploy to all environments.
• [ ] Test

Publishing data without organization was already disabled in all env but i noticed users without organization can add new org or group and manage datasets so disabled that also.

Disabled anonymous users can't manage datasets and groups. Closing as FIXED
