Modify existing structure to improve maintainability of extensions

• [ ] Move features of old site into maintained extensions
• [ ] Write tests for old features so that we know we're not breaking them

The blog feature is moved into ckanext-sweden with tests added and bugs fixed.

There's the eurovoc feature to do but I suggest a separate issue for that.
