Implement optional integration with ckanext-external-storage #44

We need to ensure that resource downloads from specific revisions are properly downloaded when ckanext-external-storage is enabled.

Acceptance

[ ] Right resource is downloaded when both ckanext-versioning and ckanext-external-storage is in use
[ ] Older revisions of a resource are downloaded correctly

To do:

[ ] Decide if we can assume hard coupling with ckanext-external-storage or should invest in loose / optional coupling
[ ] See what ckanext-external-storage interfaces we need to implement in ckanext-versioning to ensure the right resource is downloaded when revision_ref is provided.
