I installed the extension locally and run into a couple minor issues:
AFAICT you don't need to init db tables (point 4)
There are config settings needed, ckanext.versioning.backend_type and ckanext.versioning.backend_config. If you don't set these you get internal server errors down the line on the resource pages so I suggest checking if they are set on update_config() and fail on startup with a ValueErrorotherwise
