Private storage space limit is not working #174

Try and exceed private storage limit dataset with private findability - it get's pushed

How to reproduce

setup private size allowance to 1MB for your user (ask admin)
push >2 MB file with --findability=private

Expected behavior

CLI displays error exceeded allowed private storage limit or similar

TESTED & FIXED

No able to load >1mb data when limit is 1mb
Able to load 100kb data 12 times with the same name (different revisions size should not be summarized - OK)
The error msg is not clear, but we have an issue for that

@AcckiyGerman actually sizes should be summed if they are different files, but I guess you pushed the same file 12 times (12 times?)
