[Search page] Core datasets appear not on the top

if I search for gdp, core datasets do not appear on the top of list

How to reproduce:

• Go to '\searchpage and search forgdp`

Expected behaviour

core datasets should appear on the top of the result if it exists

FIXED: on 'gdp' search shows results in that order

• matching 'core' results
• matching results from other users
• non-perfectly matching results from core
• non-perfectly matching results from other users

If I search for Mauna Loa, the core dataset is not on the top :cry: Same with http://datahub.io/search?q=gold-prices

• gold prices - that's just the best match - it exactly matches to the phrase you are searching.
• Manua Loa - again the best match: match in the title. If I bump core furthermore it will result that best matches (Title match) will be ignored and core result will be displayed cause somewhere in readme Phrase is mentioned.

As a user who has searched much, intuitively, I expect that matched phrase appears right in front of me (in the title) not somewhere in the text that is not visible to me

If you'd search for "gold" - that would result in core in the first place.
