fix: Replaced Makefile with Shell Script to download test data from Dropbox instead of AWS

Issue being fixed or feature implemented

• AWS keys are not accessible in PRs that occur across different forks of a repo. Therefore, external collaborators are not able to use our TravisCI setup to test their new additions.

How Has This Been Tested?

Locally and Travis

What Was Done?

• Removed MakeFile
• Created new file ./scripts/download_test_data.sh that is now used to download the test data.
• Updated .travis.yml to replace the make statements with ./scripts/download_test_data.sh.
