issue with bet2 creation not correctly assigning groups #45

It fails to signifiy on creation that the bet should not be marked public when it is a private or group only-bet.
Additionally the UI component for this looks terrible.

This is on branch ui

Fix:

Correct submit handler in components\CreateBetIcon.js
improve styling and have a conditional public element to allow styling
- this may be more difficult than previously thought as the select feature still needs to work
