Implement Region Tagging of some sort for Images #247

We need images or games to be tagged by region.  This way, when a user in the 
US is using the API, they won't get images with PEGI ratings on them, and a 
user in the UK won't get images with ESRB ratings on them.

We have talked about this subject before, but now I'm creating a ticket for it 
to get it on the record.
