Top Rated Games Criteria #255

Top rated games should be shown according to how many stars they have, and then 
how many votes they have. (how many people have rated the game).

Currently they are shown based on how many stars, and then sorted 
alphabetically.  This is not a very accurate display of what is actually 
popular.
