Add new ways to see latest comments #287

We should add a mechanism for users to see the latest comments on the site.

This could be through the use of a dedicated front-facing page, or 
latest-comments report, and or possibly ticker/ajax mini panel

We could also consider:
API Support
RSS Feeds
