Ok, I have a decent solution in mind to work around this iOS bug. Removing "unable to fix" flag. :)
There is a temporary workaround posted in the support forums: http://joapp.com/forums/index.php?p=/discussion/165/joscroll-distract-navbar-and-tool-bar#Item_8 while I get this into 0.5
This is a weird iOS only thing. Dragging any other element from inside a joScroller works as expected, but an input field cases the main browser document to also drag. Haven't tested in a PhoneGap project yet, expect the same.
