Consider focusing on the use of the ArcGIS API. #1

The plans are actually very reasonable and there is a free tier. Any organizational user could easily create an account and pay for the appropriate amount of usage. The app could be deployed to something AWS for each organization.

Plus there is a complete JavaScript API that is CORS enabled.
