Create Proving Debug Version #136

The Phone Home Connection Stub should be used to do local testing and
debugging of the phone home server.  We should run small versions of the
proving experiments, documenting everything every carefully on the status
tracker side, and compare what we see to what the agent logs and what the
files log and what is sent to the phone home server and what pops up.  They
should obviously all match.  I'm thinking of carefully checking:

1) Timing numbers
2) Total Return
3) Total Episodes
