We need to port the Generic Visualizer over from the Competition code to
the rl-library. Should be easy enough.

Matt added the code into rl-library.  I haven't tested it yet, but it compiles, 
which
is great.

I went in and took the javadocs, build directory, and reports directory out of 
svn
and set svn to ignore them.

the directory structure mimics that of the rlcomplibrary. I believe this to be 
done, so im crossing it off.
