Many fixes for low zoom levels:

Globe caps (fixes #9)
minZoom option
Better control of low-zoom tile geometries
Make sure we don't load tons of tiles near the poles (https://github.com/CesiumGS/cesium/issues/6066).
Removal of some development shortcuts and optimizing Readme to emphasize that this works pretty well now
