Standardized the layout so all layers have a labeled IDENTITY, PRIMARY DIRECTIVE and INPUTS, in addition to layer specific instructions and headings. Simplified/reduced formatting overall. This will allow for more automated testing if we can keep these headings standardized, as we can swap them programmatically and evaluate performance for various configurations.
