On 24 Jan, I received an email from "Google Apps Developers", notifying that a new validation process is required to maintain access to the Draft Creation permissions needed by GNOME Gmail.
Short term, the requirements are to identify a privacy policy, and submit for approval. This has been done.
A deeper link reveals that using this "Restricted Scope" means the app must "pass an annual security assessment and obtain a Letter of Assessment from a Google-designated third party". "Applications with access to Restricted Scopes prior to January 15, 2019 must obtain their first Letter of Assessment no later than December 31, 2019 to keep access to Restricted Scopes. "
The cost and effort associated with maintaining a "Letter of Assessment" is unknown. Users should be aware that the default install of the application might stop working around the end of 2019.
Not that the restriction is only for distributed permissions. Individual users are permitted to modify the source to insert their own Google API key information.
