Three small locale based issues #398

Describe the bug

  1. upon enabling locale for the first time, the language selector above tree is not enabled.
  2. Not Localized / Localized button on UI is unclear on meaning, use specific text for each state.
  3. Immediately make itemlocalized when language is not the default and a field is edited.

To Reproduce Create a new project, add some items, then try and localize it, you'll hit all three items above.

Expected behavior The language selector should be enabled whenever needed, and the localized button should work properly.
