I asked Emilien (lordbob) to provide the circular image common to images/portraits/tactical-blunder.png and images/portraits/ejis-cunning.png in order to use it as texture for particle system effects.
Advancing the possibility any licensing bureaucracy could need to be done, there is here as pull request instead of direct commit.
