Prevent more cases like https://github.com/davewx7/citadel/pull/214 - months after having removed a particle system from the game module, the server keeps considering it for the card --> asks clients to use it --> clients do not have it anymore (unless that's a development policy? ... to hold them until server restart's guaranteed?) --> clients crash.
Not sure how feasible actually...

maybe it should just skip the animation and print a big fat warning when that happens. So you can keep playing
