The development mode is now mainstream, since few versions, so now the always unpolished Play offline mode is maybe excessively exposed to newcomers.

I added https://github.com/anura-engine/anura/commit/d74faaf044f78031712d2db5946777bc8e391fe3 which hides it unless truly offline. If you need this button always available, I'd suggest to use a preference.
