Add file newedits.txt #1241

By default edits are not displayed but this file will be read to allow manual entry

Could this also include the timestamp, so it can be sorted into the list of recent changes?

Good point. The date is generated in newdoc at the same time and in the same way as the other files and they are all sorted together there.
