Issue Coverage Matrix Add New Stakeholders and Issues

• Make sure both of these features are possible from the IC Matrix page and that they are reflected in the issue and stakeholder pages.
• Stakeholders should be all set and just needs work with the migration to the server. Adding new issues may need more work.

BACKLOGGED: This issue got backlogged because the backend team needed to focus on resolving existing endpoint issues on the server before they could assist us in completing this feature.

Scenarios: The newest code for that on main seems to work -> it adds in new stakeholders. Issues: This button is unconnected, when an issue is created, all stakeholders need to have it pushed to their Issues arrays.
